BOARD OF SUPERVISORS )

STATE OF ARIZONA, COUNTY OF GRAHAM )
The Graham County Board of Supervisors met in a regular session this date with the following present: James A. Palmer, Chairman; Drew John, Member; Mark C. Herrington, Member; Terry Cooper, Clerk.
Chairman Palmer called the meeting to order at 8:00 a.m. and led the Pledge of Allegiance. Upon motion of Supervisor John, seconded by Supervisor Herrington, the minutes of the regular meeting and work sessions held July 21, 2026 were unanimously approved.
Graham County Sheriff Frank Hughes, requested approval of Modification No. 1 to the Cooperative Agreement #00-CA-110305-18-019, FY 2003 Operating And Financial Plan with USDA Forest Service, Coronado National Forest. Upon motion of Supervisor Herrington, seconded by Supervisor John, the request was unanimously Sheriff Hughes requested approval to purchase one Emergency Restraint Chair for $1,190.00 with Jail Enhancement Funds. Upon motion of Supervisor John, seconded by Supervisor Herrington, the request was unanimously approved.
Terry Cooper, on behalf of Graham County Assessor Jacque Attaway, requested approval of a Limited Services Contract with Eric Branch for Drafting and Mapping Services. Upon motion of Supervisor Herrington, seconded by Supervisor John, the request was unanimously approved.
Dave DeSpain, on behalf of Graham County Chief Probation Officer Brady Lee, requested approval of a Limited Services Contract with Don Thomas for the Juvenile Family Counseling Contract. Upon motion of Supervisor John, seconded by Supervisor Herrington, the request was unanimously approved.
Graham County Engineer Michael Bryce requested approval of an agreement with NRCS regarding Engineering Assessment for rehabilitation of the Stockton Wash Flood Retarding Structure. Upon motion of Supervisor Herrington, seconded by Supervisor John, the request was unanimously approved.
Jim Palmer, on behalf of Graham County Community Development Director Greg Petz, presented a Certificate of Appreciation to Gary Stapley for his participation with the Planning and Zoning Commission.
Terry Cooper, on behalf of I.T. Director John Lucas, requested approval of the Annual LexisNexis Agreement. Upon motion of Supervisor John, seconded by Supervisor Herrington, the request was unanimously approved.
Graham County was presented with right-of-way for roadway purposes on East Swift Trail, APN 106-24-014 from John Rey Gibson and Wilma Rosalie Gibson. Upon motion of Supervisor Herrington, seconded by Supervisor John, the right-of-way was unanimously accepted.
Graham County was presented with right-of-way for roadway purposes on Stockton Road, APN 106-06-031 from Ivan Morris, Jon Morris, and Mikel Morris. Upon motion of Supervisor Herrington, seconded by Supervisor John, the right-of-way was unanimously accepted.
Graham County Manager Terry Cooper gave background on a claim against Graham County by Maria Valtierra for vehicle damage. Upon motion of Supervisor John, seconded by Supervisor Herrington, a unanimous decision was made to deny the claim within Graham County and refer the claim to Arizona Counties Insurance Pool.
Under current events report, Supervisor John reported on the following meetings: 7-22-03 Bylas Youth Council; 7-29-03 Meeting with Congressman Renzi; and 7-29-03 Town Hall with Congressman Renzi.
Supervisor Herrington reported on the following meetings: 7-22-03 E. Swift Trail Road Meeting with property owners; 7-24-03 Stockton Road Meeting with property owners; 7-28-03 ECO CEO Louisiana Pacific re: particle board plant; 7-29-03 Meeting with Congressman Renzi; 7-31-03 EECO Symposium Planning Meeting; and 7-31-03 Meeting with Michael Bryce and Trueline Engineering on Solomon CDBG Road Project.
Chairman Palmer reported on the following meetings: 7-22-03 Meeting with Eurofresh and Steward Observatory on Lighting Issues; 7-29-03 Meeting with Congressman Renzi; 7-29-03 Tour Safford Mine Property and Phelps Dodge with Congressman Renzi; 7-29-03 Town Hall with Congressman Renzi; and 7-29-03 County Republican Party meeting with Congressman Renzi.
Demands and hand written warrants were unanimously approved upon motion of Supervisor Herrington and seconded by Supervisor John. Pursuant to the provisions of A.R.S. 11-217, as amended 1996, those demands/warrants for any supplier which totals more than $1,000.00 are as follows:

During the Call to the Public, County Attorney Kenneth Angle provided public information about the Advocacy Program in Pima stating that the drug problem is their major focus. They are putting on a 'Community Walk' as well as a 'Community Night'on August 5, 2003, 6:30 p.m. to 9:00 p.m.
There being no further business to come before the Board at this time and upon motion of Supervisor John, seconded by Supervisor Herrington, the meeting was adjourned at 8:35 a.m. Chairman Palmer called the work session to order at 9:00 a.m. Those in attendance in addition to the Board were: Rob Chesley, Highway Foreman; Michael Bryce, County Engineer; Greg Petz, Community Development Director; Gary Stapley, Safety Officer; Terry Cooper, County Clerk.
Highway Department issues were discussed. The Board then toured several projects including Solomon and San Jose.
The work session adjourned at 12:45 p.m.
